ਕੂਕਿਆਂ ਦੀ ਵਿਥਿਆ
ਜਾਣ ਲੱਗਾ, ਪਰ ਬੇ-ਕਾਨੂੰਨੀ ਕਾਰਵਾਈ ਦੁਖ ਦਾ ਕਾਰਣ ਹੋ ਸਕਦੀ ਹੈ। ਮੈਂ ਭਲਕੇ ਸਵੇਰੇ ਰਾਮ ਸਿੰਘ ਦੇ ਆਉਣ ਦੀ ਉਡੀਕ ਕਰ ਰਿਹਾ ਹਾਂ, ਫਿਰ ਮੈਂ ਝੱਟ ਦੱਲ ਪਵਾਂਗਾ।
ਪਰ ਕਾਵਨ ਤਾਂ ਇਸ ਵੇਲੇ ਮਲੌਦ ਵਾਲੇ ਚੌਂਹ ਨੂੰ ਇਕ ਪਾਸੇ ਛੱਡ ਕੇ ਮਲੇਰ ਕੋਟਲੇ ਵਾਲੇ ੪੯-੫0 ਕੂਕਿਆਂ ਨੂੰ ਤੋਪਾਂ ਨਾਲ ਉਡਾਈ ਜਾ ਰਿਹਾ ਸੀ, ਅਤੇ ਕਮਿਸ਼ਨਰ ਦੀ ਚਿੱਠੀ ਪੁਜ ਜਾਣ ਪਰ ਅਖੀਰੀ ਦਸਤੇ ਨੂੰ ਭੀ ਨਾ ਛੱਡਿਆ।
ਇਸ ਸਾਰੀ ਬੇ-ਨਿਯਮੀ ਤੇ ਓਤਾਵਲੀ ਕਾਰਵਾਈ ਲਈ ਮਿਸਟਰ ਕਾਵਨ ਦੀ ਦਲੀਲ ਇਹ ਸੀ ਕਿ ਕੂਕਿਆਂ ਦੇ ਮਲੌਦ ਅਤੇ ਕੋਟਲੇ ਉੱਤੇ ਹੱਲਿਆਂ ਦੇ ਬਗ਼ਾਵਤ ਦੀ ਸ਼ਕਲ ਅਖਤਿਆਰ ਕਰ ਜਾਣ ਦਾ ਡਰ ਪੈਦਾ ਹੋ ਰਿਹਾ ਸੀ, ਪਰ ਇਹ ਕੇਵਲ ਉਸ ਦੇ ਆਪਣੇ ਮਨ ਦਾ ਭਰਮ ਹੀ ਸੀ। ਕੂਕਿਆਂ ਦੇ ਮਲੇਰ ਕੋਟਲੇ ਉਤੇ ਹੱਲੇ ਦਾ ਅਸਲੀ ਮੰਤਵ ਕੇਵਲ ਗਊਆਂ ਮਾਰਨ ਵਾਲੇ ਕੁਝ ਕੁ

You bave done admirably, but for heaven's sake don't let the whole thing fall short of prefect success by any basty act. By dealing with the men caught as culprits in the Kotla territory they can be bangee legally without the delay of sending the case to the Chief Court, by attending to the form usual in all such cases, i. e., sending up the proceedings to me, and, to save time and trouble, am going out to Kotla as soon as I have disposed of Ram Singh But if you hang (yourself) these men, i e, the men caught at Maloudb, you will fall short of prefect success; a delay cf 12 hours cannot produce barm, whereas illegal action my cause trouble.
